Floods, Power and Environmental Justice along the Danube Floodplains in Postsocialist Romania

Exploring the memory of a catastrophic event, in this case the Danube floods from 2006 which swept off several villages laying along the river, the talk reflects upon the concept of environmental justice and on the nature of hazards. Drawing on authors like Piers Blaikie or Susanna Hoffman and Anthony Oliver?Smith Dorondel argues that not only flood is not entirely a natural catastrophe, but the outcome of political and economic negotiations at the national level and a human induced event. These negotiations between political actors, large land owners and fishery owners along the Lower Danube center around the salvation of private enterprises from the fury of river on the expense of poor people living in flooded areas. The negotiations of powerful actors produce environmental (in)justice, dislocation of thousands of poor people from their destructed homes and economic loss among those who have so little anyway. The project combines ethnography in two villages along the Lower Danube with mass?media reports.
Stefan Dorondel is a Senior Researcher at the Francisc I. Rainer Institute of Anthropology Bucharest of the Romanian Academy and the Principal Investigator of the research project (2013?2016) “Taming Postsocialist Nature: Floods, Local Strategies and National Policies along the Lower Danube”. He coedited Between East and West. Studies in Anthropology and Social History (2005) and At the Margins of History: Peasantry and the Agrarian Question in Southeast Europe (2014), as well as Fields and Forests: Ethnographic Perspectives on Environmental Globalization (2012). His new book on Neo?Ecologies. The Postsocialist State and the Transformation of Romania’s Landscape has been accepted for publication with Berghahn Books.
