Native Informants, Cultural Brokers: Governing Migration

This presentation is based on an ongoing research project on the position of employees with a migration background, who work in Austria for NGOs that support migrants, such as Caritas and Volkshilfe. Governance approaches have shown that migration regimes should not be understood as merely executed by national governments, but as produced through a variety of institutions and practices, such as NGOs and social work projects. In this presentation I will employ the figures of the ‘native informant’ and the ‘cultural broker’, which originally emerged in the colonial era, as a framework to analyse in what ways such NGO workers are embedded in the governance of migration and in what way their role as knowledge transmitter is instrumentalised to reinforce normative migration orders. How is the migrant NGO worker positioned as a cultural broker/native informant and how is s/he situated at the nexus of integration and diversity discourses?
