A “burning question” for governments and researchers today is whether tax compliance will increase and be maintained if tax agencies cultivate a relationship of trust with their taxpayers. Nina Olson, the National Taxpayer Advocate of the U.S. Internal Revenue Service, will discuss her office’s recent and planned research into taxpayer attitudes and acceptance of government, taxation, and the tax agency, and what a tax agency might do to influence greater trust, including the adoption of a taxpayer bill of rights.
