International Migration in South-East Europe: Trends, Data, Policies

The South-Eastern Europe (SEE) Region faces a complex, nationally and regionally diverse set of demographic, migratory and labour market challenges. Most of these countries show a stagnating and ageing population and an emigration trend, particularly within the younger and most qualified segment of the population. Other countries, particularly in Western Europe, pay higher salaries and offer a variety of job opportunities and therefore attract migrants. Only by joint, transnational actions and the development of a system of migration management can South-Eastern European countries tackle these demographic and economic challenges as, if no strategic measures are taken, these could negatively affect territorial cohesion and hinder economic growth in the region. To discuss related questions from a migrant-receiving as well as a migrant-sending perspective, the Department of Geography and Regional Research of the University of Vienna is organizing a one-day conference on the topic of ‘International Migration in South-East Europe: trends, patterns, policies’ within the framework of the SEEMIG project. By employing a long-term perspective on migratory trends in the region, the event will ask whether all of the SEE countries will undergo a transition process from emigration to immigration countries. As evidence on migratory trends in the region is scarce, attention will also be paid to challenges related to data collection on international migration and on-going data enhancement initiatives in the region. Based on findings of a foresight activity carried out in eight SEE countries, the afternoon will look into future migration scenarios for the region. The event will close with a panel discussion, in which experts will discuss how Austria and the SEE region could create a comprehensive migration management policy that takes into account both the concerns of migrant-sending and migrant-receiving areas.
