From NGOs to Solidarity

Refugees, Neoliberalism, and the Specter of the Welfare State in Austerity Greece

Drawing on ethnographic research in Greece since 2005, this paper will track the shift from NGOs to grassroots “solidarity” initiatives as crucial venues for the extra-state provision of aid and care to asylum seekers and refugees. I will argue that this shift must be understood within the ongoing neoliberalization of the Greek state and wider trends toward neoliberalization in Europe. However, the specter of the welfare state continues to haunt these shifts. Even as extra-state forms of social organization increasingly provide services for both citizens and non-citizens in Greece, a longing for a functional and responsible state has also emerged. I will ask what this longing signifies regarding Greek understandings of the State, and the larger role of the welfare state within Europe.
