Nina Olson heads the Taxpayer Advocate Service. Twice a year, she submits a report to Congress identifying the top problems taxpayers face with the IRS, and analyses how the IRS can ameliorate those problems. Through the report, she is the only IRS employee authorized to make legislative proposals directly to Congress. Nina Olson is “truly an independent voice inside the IRS”.
