Fracking the debate: frame shifts and boundary work in Dutch decision making on shale gas

Abstract: In 2010 Cuadrilla Resources, a gas drilling company received a local permit for test drilling for shale gas in the community of Boxtel, the Netherlands. Right after the local permit was granted, a national policy controversy developed that led to a temporary national moratorium. In this paper, I will theoretically argue that the technology of hydraulic fracking for shale gas is a boundary object that created a sphere of engagement for all sorts of actors. In this sphere they negotiated the meaning of this technology. I will carefully reconstruct the frame shifts and boundary work in the Dutch debate and decision making. I’ll demonstrate that hydraulic fracking was a boundary object that created a sphere of engagement in which actors negotiated the meaning of it. In these negotiations, boundary work enabled proponents and opponents to strategically create uncertainty which encouraged a frame shift in the interpretation of fracking. This led to a temporary moratorium on fracking.
