Die Einbindung der Bevölkerung in Polizeiarbeit ist ein umstrittenes Thema. Für die einen stellt sie einen wesentlichen Beitrag zur Steigerung des Sicherheitsgefühls der EinwohnerInnen dar, eine Chance, Polizeiarbeit demokratischer und partizipativer zu gestalten. Für andere hingegen bedeutet es die Aufweichung des staatlichen Gewaltmonopols, die Denunziantentum und Bürgerwehrtendenzen befördert. Welche menschrechtlichen Perspektiven und Überlegungen sind für die Umsetzung von "Community Policing" - Strategien relevant und wie können digitale Lösungen diese befördern?

 

Dieses Spannungsfeld erörtern beim nächsten HUMAN RIGHTS TALK folgende Podiumsgäste: Christian GRAFL (Universität Wien, Institut für Strafrecht und Kriminologie), Waltraut KOTSCHY (Projektexpertin CITYCoP), Friedrich KOVAR (Landespolizeidirektion Wien, Referent für Menschenrechte), Philipp SONDEREGGER (Menschenrechtsexperte). Moderation: Irene BRICKNER (DER STANDARD).

 

Das Gespräch findet in deutscher Sprache statt. Im Anschluss an die Podiumsdiskussion laden das Forschungszentrum Menschenrechte und das Ludwig Boltzmann Institut für Menschenrechte zu einem kleinen Umtrunk ein.

The involvement of the population in police work is a controversial topic. For some, it represents a significant contribution to increasing the sense of security of the inhabitants, an opportunity to make police work more democratic and participatory. Others, however, fear the softening of the state's monopoly of violence, which could promote whistle-blowing and the formation of neighbourhood watches. Which human rights perspectives and considerations are relevant to the implementation of community policing strategies and how can digital solutions promote them?

 

In the next HUMAN RIGHTS TALK, the following panelists will discuss this conflicted theme: Christian GRAFL (University of Vienna, Institute of Criminal Law and Criminology), Waltraut KOTSCHY (Project expert CITYCoP), Friedrich KOVAR (National Police Directorate Vienna, Human Rights Officer), Philipp SONDEREGGER (Human rights expert).
